In a February 26, 2010, memo, Federal Chief Information Officer Vivek Kundra outlined a plan to consolidate the approximately 1,100 data centers maintained across the government. This effort, which is to be led by Department of Homeland Security (DHS) CIO Richard Spires and Treasury Department CIO Michael Duffy, aims mainly to reduce cost and conserve energy. The proposed plan to consolidate data centers and increase efficiency certainly sounds commendable from the perspective of reducing the burden on taxpayers and of reducing the environmental impact of Federal operations, but the history of the Federal Government in reform efforts in general and data center consolidation in particular leaves some unanswered questions.

If the data center consolidation plan was being proposed by a private company, even a very large one, one might expect at least partial success, leading to reduced costs, reduced environmental impact, and increased efficiency.
